i don't know about the epgp add-on..
the decay feature is done in phpbb with a "synchronise" button in the acp. if you forget to press it then the past raids won't be decayed.
but no harm done, you can press it anytime, it won't "re-decay" if you for example press it fifteen times in a minute.
i may program a cronjob that triggers the decay function automatically every x hours.
there also is a zerosum synchronisation button. what it does is recalculate all distribution of loot points to all players. it is handy when you switch to zerosum after having run standard dkp.
another thing, epgp and zerosum are now mutually exlusive, so activating one will deactivate the other to ensure that people don't enable both systems at the same time.

the core bbdkp mod v 1.2 is now ready, but i still have to write the updater and the translations to fr/de. after that we'll start the beta. (see /bbDKP/commits/develop for progress.)

yes, i'll make available the beta tonight for the beta testers. i just need to write the releasenotes and readme and do the packaging.
when it's tested i'll make a public release and submit it to the moddb. hopefully the tests will go quickly.

Great job for the 1.2 release; did you have an ETA for the raidplanner plugin ?
And can we work with wow addons like EPGP Lootmaster with BBDK ?
